Donegal County Library Service is part of the Cultural Services Division of Donegal County Council.
The Cultural Services Division provides services to the public across three broad areas:

- Public Art
- Regional Cultural Centre
- County Museum
- County Archives
- County Donegal Heritage Office
The provision of Cultural Services is a key area of activity for Donegal County Council in ensuring the best possible quality of life for the Donegal community. Indeed, one of the core values of the Council - as stated in its corporate plan - is to protect, sustain and promote our unique heritage and culture, with a particular focus on the Gaeltacht area of the County.
The strategic plan of the Cultural Services Division is called Cultural Connections. This strategy details the approach to be taken by the Cultural Services Division in maintaining and enhancing its ongoing services within the County. It also sets out the intentions of the Division regarding delivery of a range of services and projects to be undertaken in the period 2008 to 2012.
